The joke in the cartoon intentionally mixed all up a safe, childlike, rural world (the characters from Milne’s books and the footbridge) and the supposedly dangerous world of urban youth (their hoods and the suggestion to hang about).
The cartoon was an allusion to what became a hot topic in the British media in that year - teenage yobs hanging around in public places. And a yob could be identified, it seemed, by his hood.
