Коротко и по делу — правило одно: в вопросах глагол to be (am / is / are) ставится перед подлежащим (инверсия). Подробнее с примерами:
1) Общие (yes/no) вопросы:
- I → Am I...? — Am I late?
- he / she / it → Is he / she / it...? — Is she at home?
- you / we / they → Are you / we / they...? — Are they ready?
2) Вопросы с вопросительным словом (wh-):
- Wh‑word + am/is/are + subject + ...?
Примеры: Where is he? / Why are you laughing? / How am I supposed to know?
3) Отрицательные вопросы:
- Am I not...? (в разговорной речи обычно Aren't I?) — Aren't I invited?
- Isn't he...? / Aren't they...? — Isn't she coming? / Aren't we late?
4) Короткие ответы:
- Yes/No + подлежащее + am/is/are.
Примеры: Yes, she is. / No, I am not. / Yes, we are.
5) С глаголом to be как вспомогательным (present continuous):
- Am/Is/Are + subject + V‑ing...? — Are you coming? / Is he working?
6) Важно: для остальных глаголов в present simple используется do / does, а не am/is/are.
Неправильно: *Are you like coffee?* Правильно: Do you like coffee?
7) Фраза there:
- Is there ...? / Are there ...? — Is there a problem? / Are there any questions?
